According to the method, after m times of quick control is performed, one-time slow control is performed, and such control mode is cycled continuously; according to the quick control, associated spare power automatic switching for transferring load to a device is disenabled when the loadof the device exceeds a limit with SCADA data adopted as a control basis; and according to the slow control, partial spare power automatic switching is enabled or disenabled with static safety analysis data adopted as a control basis, so that it can be ensured that a spare power automatic switching action will not result in a condition that the load rate of other devices exceeds a limit value after the device undergoes an N-1 fault.
