The method comprises the following steps: S1, preparing mixed slurry from graphene oxide and carbon nanotue powder; S2, adding a surfactant, mixing, and dispersing so as to obtain a graphene oxide carbon nanotube dispersant; S3, adding an adhesive and a curing agent, mixing, and dispersing so as to obtain a precursor solution; S4, evaporating the solution of the precursor solution, and performing curing treatment so as to obtain graphene oxide carbon nanotube composite precursor powder; and S5, performing high-temperature carbonization reduction, thereby obtaining a graphene oxide carbon nanotube three-dimensional composite conductive framework.
