The electromagnetic clutch is connected between the wheel driving device and the load sensitive pump; the controller receives an oil pressure signal of a steering oil-supply system and controls the electromagnetic clutch to be powered on and off; the electromagnetic clutch is connected when powered on, so that a wheel drives the load sensitive pump, the load sensitive pump outputs corresponding oil liquid to enter the steering gear, and the oil liquid is distributed to the steering cylinder through the steering gear; and the electromagnetic clutch is disconnected when powered off to enable the load sensitive pump to stop operating.
