The method comprises the steps of determining altitude conditions, determining test equipment, carrying out a surface flashover test, determining breakdown discharge characteristics and analyzing the safety degree and hazard rate. According to the invention, a surface flashover test is conducted on voltage classes such as 35kV, 20kV and 10Kv in a high altitude area, and a line air gap breakdown discharge characteristic curve and a regression formula are confirmed through natural environment and indoor simulation environment data analysis.
