The double-layer parallel heat exchanger comprises an upper collecting main set, a lower collecting main set, porous flat pipes locatedbetween the upper collecting main set and the lower collecting main set, corrugated fins arranged between the porous flat pipes, and a positioning device for positioning and mounting the upper collecting main set and the lower collecting main set. The upper collecting main set and the lower collecting main set are each composed of two parallel collecting mains. The positioning device comprises anintegral plug cap and a positioning assembly, wherein the collecting mains of the upper collecting main set and the collecting mains of the lower collecting main set can be detachably mounted in the integral plug cap; and when the collecting mains are mounted in the integral plug cap, the positioning assembly is connected with the parallel collecting mains of the lower collecting main set and canfix the parallel collecting
