The system comprises an azeotropic tower and a condenser, wherein the azeotropic tower is used fordistilling ortho-toluidine wastewater, the condenser is used for liquefying water vapor; a vapor outlet is formed in the top of the azeotropic tower, a lower outlet is formed in the bottom of the azeotropic tower, and a feeding hole is formed in the middle upper part of the azeotropic tower; and a vapor inlet and a liquid outlet are formed in the condenser, the vapor outlet and the vapor inlet areconnected through a pipeline, the feeding hole is connected with a feeding pipe, a water solution with an extremely ortho-toluidine content is obtained at the liquid outlet, and an ortho-toluidine crude material with a relatively high ortho-toluidine content is obtained at the lower outlet.
