A cooling and heating air conditioning controller 3 can select a cooling mode for sending the cooled air produced by the cooling device 6, a heating mode for sending the heated air produced by the heating device 5 or an AUTO mode for automatically selecting the cooling mode or the heating mode at least based on a temperature of the vehicle interior so as to control a cooling and heating air conditioning unit 4 according to the selected mode. An air conditioning setting portion 13 sets the cooling and heating air conditioning controller 3 to the cooling mode.
