The invention discloses a safe self-locking type paying-off device comprising a side face plate and further comprising a rocking handle, a ratchet wheel mechanism, a rotating shaft, a fixed base plate, a moving press block and a cam. One side face of the fixed base plate is flat and connected to the side face plate. The other side face of the fixed base plate is provided with a boss located at theedge of the lower end. The moving press block is installed on side, with the boss, of the fixed base plate. The moving press block forms a gap with the boss. One end of the rotating shaft is providedwith a platform. The other end of the rotating shaft is provided with the ratchet wheel mechanism. The ratchet mechanism comprises a one-way ratchet wheel and a cylinder. The cylinder is arranged onone side of the one-way ratchet wheel. The center axis of the cylinder is parallel to the plane where the one-way ratchet wheel is located.
