The present invention provides a vehicle seat cushion material which has excellent formability and recyclability and which provides a good level of sitting comfort, and a vehicle seat. A cushioning material (2) is provided with: a small pad (3) formed from a resin foam; a pad main body (1) which is laminated integrally onto the upper surface of the small pad (3) in such a way as to cover the smallpad (3), and which is formed from a resin foam in such a way as to be larger than the small pad (3); and an impregnated layer (3a) in which a foam stock solution composition of either the small pad (3) or the pad main body (1) is impregnated into the resin foam of the other of the small pad (3) and the pad main body (1), and which is formed between at least part of the small pad (3) and the pad main body (1).
