The method comprises the steps: determining the accident types and risk factors of each operation in the transformer substation project; building a first-order quality house model; determining a relative risk weight of each accident type in the transformer substation project;building a network analysis model, and converting the network analysis model into a super-matrix; calculating a relative risk weight of risk factors in the transformer substation project; and carryingout the safety risk recognition and evaluation. The method takes the transformer substation project as a research object, employs QFD as an analysis tool, constructs the quality house model, and describes how to use the QFD to carry out the risk recognition and evaluation of the transformer substation project through the theory and examples.
