The construction method comprises the following steps: constructing two plasmids such as PMB and PGP, introducing the two constructed plasmids into Escherichia coli E.coliBL21(DE3) to construct a recombination strain E.coliBL21-PMB-PGP, and performing whole-cell catalysis to produce the D-1,2,4-butantriol. According to the method disclosed by the invention, the problems that a fermentation method is long in production cycle, the metabolite is complicated, the substrate conversion rate is low, the product is difficult to separate and extract and the energy consumption is high are solved; the defect that the catalytic process is difficult to realize in an enzymatic methodis overcome; and the catalytic efficiency is improved, and the enzyme purification process is saved.
