The device is composed of a first control circuit, a second control circuit, a third control circuit, a relay module group, and a master switch. The relay module group consists of a common switch and two parallel relays; one relay is connected in series with the common switch to form a timing-system zero-point control module of the first control circuit; and the other relay is connected in series with the common switch to form a timing-system zero-point control module of the second control circuit. The common switch, two parallel control switches of the third control circuit, and the mater switch form a timing-system zero-point control module of the third control circuit.
