This invention discloses device and system, which can produce coded pulse sequence which is constituted by many pulse series with constant intervals and width, in which each pulse serie is constituted by many pulses with particular frequency and number. The said device includes generator of pulse signal and signal output circuit for producing said signals. The said system utilizes information recording medium and information reproduction device to produce said signals which acts on water, water-containing material or material added into water for the improvement of quality, or property, or yield or freshness. It is applied widely for agriculture improvement, storage of food and others.
