A cutter consists of two materials: a basal body and an overlaying layer; the basal body serves as a basic component of the cutter, and adopts the material of medium-carbon steel; the overlaying layer is a high-speed steel component, and is molded by plasma overlaying of high-speed steel powder; a cutting edge of the cutter is formed through machining the overlaying layer; meanwhile, the cutter is treated by the heat treatment process; then, the cutter is manufactured by machining; and the specific overlaying process comprises the steps of: manufacturing ofa basal body blank; overlaying; heat treatment, comprising diffusion normalization and semi-finished product quenching; and final machining of a semi-finished product as a final product.
