The active and passive combined ship reactor emergence waste heat discharging system comprises a DC (direct current) steam generator, a first waste heat discharging system, a second waste heat discharging system as well as an input pipe and an output pipe. The DC steam generator is arranged in a safety housing, and the first waste heat discharging system and the second waste heat discharging system are arranged outside the safety housing.
