The method provides powerful technical support for projects of special subject of "illegal building demolition and chaos regulation" of ministry of housing and urban-rural construction. The method is characterized by, under the premise of non-contact measurement, carryingout data acquisition on a target region through an UAV (unmanned aerial vehicle) and a laser scanner to obtain precise contour and dimension information of a complex building from the earth's surfaceto the top of the building; and comparing the original design contour and a current state tif file to judge whether the building has redundant contour, the redundant contour being illegal buildings.With advantages of two kinds of data of the terrestrial three-dimensional laser scanner and the aerial UAV being combined, the method provides complete and high-precision building top and facade total-factor information based o
