The technology comprises the steps that the heterogenite is subjected to ball milling and then is mixed with water so as to obtain ore pulp with the required solid-to-liquid ratio, required sulfuric acid is added, a reducing agent is added according to the amount of 0.5 -1 time of the amount of cobalt metal, and reaction is carried out for the required time so as to complete the reduction leaching process, wherein the reducing agent is hydrazine hydrate and/or hydroxylamine.
