The device comprises the insulator mounting/dismounting claw, and an insulation operation rod, wherein the insulation operation rod is controlled to enable the insulator mounting/dismounting claw to grasp or release an insulator, so that the insulator can be mounted or dismounted. The insulator mounting/dismounting claw comprises a connection screw rod, a bulge, a rotational fixing ring, claw teeth, and a tooth fixing ring, wherein the connection screw rod and the rotational fixing ring move in a matched manner, so that the claw teeth and the tooth fixing ring are propped against or withdrawn from a steel cap for grasp or release of the insulator.
