The drilling and manufacturing device comprises a grouting pipe, left and right clamping devices, an oil shale drill pipe, an inner-threaded pressurizing casing, a pressurizing screw, and a tube twisting rotating plate. After the strength of a cement solidification test block is high, inner threads which are formed by sweeping in cement is matched with threads of the grouting pipe, a force generated by high-pressure liquid during a hydraulic fracturing experiment can be resisted, the bonding strength of the grouting pipe which is constructed in cement mortar in the traditional experiment can be achieved, and requirements of experiments are ensured.
