The adjusting locating piece comprises a transverse plate and a vertical plate, the transverse plate is connected with the vertical plate, and a plurality of locating holes are formed in the transverse plate in the length direction. The invention further discloses a rebar clipping machine. The rebar clipping machine is provided with a moving blade, a fixed blade, a fixing notch and the auxiliary structure, wherein the fixing notch is used for placing the rebar.
