The technical route includes molten iron pretreatment, converter smelting, LF furnace refining, RH furnace refining and slab continuous casting and includes the specific steps that firstly, desulfuration, the final temperature and the C content are controlled in the converter smelting process, and molten steel is alloyed during tapping; secondly, the temperature rising temperature, argon blowing stirring and the carrying-out temperature are controlled in the LF furnace refining process; thirdly, the vacuum degree, the vacuum time and the molten steel carrying-out temperature are controlled in the RH furnace refining process, and the components of the molten steel are adjusted; and fourthly, the pulling speed, the reduction amount, the reduction position and the cooling strength are controlled in the slab continuous casting process.
