A cylindrical elastic coupling device 10 for axle arms, which is installed in a cylindrical housing portion 62 provided at one end of an axle arm 60 and elastically couples a truck frame 50 and the axle arm 60, wherein a pocket portion 40 opening into the outer peripheral surface of a main-body rubber elastic body 16 is opened to the outside through a window portion 30 formed through one outer divided body 14a.
