Environment-friendly fine desulfurization and dechlorination agent, and preparation and application thereof

The invention provides an environment-friendly fine desulfurization and dechlorination agent. The environment-friendly fine desulfurization and dechlorination agent is prepared by loading an oxide or salt of Cu and alcohol amine with an active carbon carrier, wherein the content of Cu, in terms of CuO, is 2 to 15%; the content of alcohol amine is 2 to 15%; and the usage temperature of the fine desulfurization and dechlorination agent is 30 to 100 DEG C. The fine desulfurization and dechlorination agent is used for adsorbing sulfur-containing substances like elemental sulfur, H2S, COS and CS2 and chlorine-containing substances like Cl2 and HCl, can respectively reduce sulfur and chlorine to 0.1 ppm or below and 0.05 ppm or below, and is especially applicable to fine desulfurization and dechlorination of water gas.
