The method comprises the steps that a linear meter floating design load q of the pipeline is calculated according to the full-water operating condition of the water area drilling-blasting tunnel crossing pipeline; a pipeline span L is determined according to pipeline material characteristics, conveying medium characteristics and pipeline operating environment conditions; an anti-floating design load Q of an anti-floating anchoring part is determined; the tension NL of a single GFRP anchoring screw, the number n of GFRP anchoring screws and the nominal outside diameter d of each GFRP anchoring screw are determined; and the length B of a pipe clamp, the thickness b of the pipe clamp and the thickness of a pipe clamp bottom plate are determined.
