The present invention discloses a utility engine balance shaft and a levelling method. The utility engine balance shaft comprises a shaft body, a rocker arm and a balancing weight, wherein the shaft body is fixed with the rocker arm through a fastening member, the rocker arm is provided with a plurality of fixing ends, and the balancing weight can be matched and connected with the fixing ends. In actual levelling, first at an unloaded state of a utility engine, the fastening member is loosened and the rocker arm is rotated to enable the utility engine to achieve an unloaded balance; and then at a state where the utility engine is connected with a load, the connection position of the balancing weight and the fixing ends is adjusted, thus to enable the utility engine to achieve a working balance.
