The fractional condensation and recycling device comprises a first-level cooling tower, a second-level cooling tower and a coal gas pipeline between the first-level cooling tower and the second-level cooling tower, wherein each cooling tower is provided with a heat exchanging mechanism, a tar collecting tank is arranged at the bottom of each cooling tower, each heat exchanging mechanism comprises at least one scabbard tube bundle layer penetrating the corresponding cooling tower, and two ends of each scabbard tube bundle layer are respectively communicated with the inlet and the outlet of a heat exchanging medium tube.
