Zone-based meter installation and intelligent monitoring point arrangement can be conducted according to leakage risk grade indexes of a secondary pipe network, and a reasonable intelligent leak detection system can be built. A technical solution adopted for the method disclosed in the invention is that the FAHP-based heat supply secondary pipe network leakage risk assessment method comprises the following steps: in a first step, heat supply pipeline leakage reasons are investigated and summarized, and main factors for pipeline leakage are determined; in a second step, a heat supply secondary pipe network leakage risk grade assessment model is built, wherein p=leakage risks of a certain heat supply pipe network.
