The invention discloses a rheology modifier having a skin feeling regulating performance and a preparation process, and relates to the technical field of modifiers. The rheology modifier consists of the following components by mass: 15.0-30.0% of glyceryl polyether-26 (glycerol polyoxyethylene ether), 1.0-4.0% of an acryloyl dimethyl ammonium taurine/VP copolymer, 0.5-0.75% of propylene glycol/bis (hydroxymethyl) imidazolidinyl urea/methylparaben/iodopropynyl butylcarbamate and the balance of water.
