The system comprises a buffer tank (2), a preceding-stage compressor (3), an air storage tank (4), a posterior-stage compressor (5) and a DCS system which are connected on a main gas pipeline in sequence, when flare gas entering the buffer tank from the main gas pipeline reaches set pressure, the flare gas enters the air storage tank after being pressurized by the preceding-stage compressor, condensation recovery is conducted on the flare gas by a cooling coil in the air storage tank, the liquid level of liquid condensation oil in the air storage tank is controlled by controlling a liquid level transmitter (L1) and a liquid level control valve through the DCS system, the pressure in the air storage tank is controlled by controlling a second gas pressure transmitter (P2), the preceding-stage compressor, the posterior-stage compressor, a first gas control valve and a second gas control valve through the DCS system, and the low-pressure flare gas in the air storage tank i
