The method comprises the steps of scanning nanosilver-enhanced columns added with bacteria solutions of standard bacterial strains of the food-borne pathogenic bacteria and obtaining corresponding surface-enhanced raman spectrums and the linear proportion relationships between the strength of characteristic peaks and raman peaks of the surface-enhanced raman spectrums and the quantity of corresponding pathogenic bacteria; building a raman spectrum database corresponding to the variety and the quantity of the pathogenic bacteria on the basis of the data; dropwise adding a sample solution after pretreatment of a detected sample to the nanosilver-enhanced columns and scanning to obtain the surface-enhanced raman spectrums; comparing the surface-enhanced raman spectrum of the detected sample with the data of the raman spectrum database; if the raman spectrum of the detected sample has all characteristic peaks of the surface-enhance
