The invention relates to a double-turning-wheel water turbine with logarithmic spiral blades and for a cooling tower. The double-turning-wheel water turbine comprises a volute (1), a water distributor (2), a basic turning wheel (3), a water outflow pipe (7), a supporting plate (8), a spindle (9), a bearing assembly (10) and a fan (11). The double-turning-wheel water turbine is characterized in that the double-turning-wheel water turbine further comprises an energy increased turning wheel (4), the energy increased turning wheel (4) is located below a water outlet of the basic turning wheel (3), and the energy increased turning wheel (4) is connected with the basic turning wheel (3) through a flange; and the energy increased turning wheel (4) comprises the logarithmic spiral blades (5) and a conical circular pipe (6), wherein the logarithmic spiral blades (5) are gradually stretched according to logarithmic spiral lines in the axial direction of the spindle (9), in spatial crossed warped shape and evenly distri
