The ultrahigh-toughness cement-based composite material is prepared from 200 to 250 parts of cement, 500 to 550 parts of solid wastes, 200 to 250 parts of quartz sand, 200 to 250 parts of water, 6.5 to 8 parts of water reduction agent, 0.8 to 1.2 parts of thickener, and 15 to 20 parts of polyvinyl alcohol fiber. The invention also provides a preparation method of the ultrahigh-toughness cement-based composite material.
