The method comprises the following steps of: regulating alkalinity of molten converter slag, modifying the molten converter slag, performing rotary pelletization on modified molten converter slag to obtain slag particles and iron shot particles; and performing magnetic separating on the slag particles and the iron shot particles, and enabling the separated slag particles to be in an amorphous state, wherein the amorphous-state slag can be used as cement clinker to produce cement.
