In the heating process, the steel blank preheating temperature is smaller than or equal to 850 DEG C, the heating temperature ranges from 1,000 DEG C to 1,020 DEG C, the soaking temperature ranges from 1,010 DEG C to 1,030 DEG C, and the heat preservation time ranges from 120 min to 150 min. According to the method, starting with the rolling process, by means of technological process control, 0Cr17 surface scab defects and cleaning rod cracks are eliminated, and the surface detection percent of pass of the disc rod reaches 95% or above.
