The preparation method comprises the steps that osmium (Os)-ruthenium (Ru)-boron (B) compound powder is synthesized at room temperature by taking osmium (Os) powder , ruthenium (Ru) powder and boron (B) powder as raw materials, utilizing a high-energy ball-milling machine and adopting a mechanical and chemical method; the synthesized powder is compacted by adopting a high-temperature (high-pressure) sintering technology, and then the osmium (Os)-ruthenium (Ru)-boron (B) compound bulk material is obtained.
