After heat seal is performed on small holes in the bottoms of the capsules, the metal sealing blocks are pressed downwards to cover upper openings of the capsules, so sealed space is formed between the metal sealing blocks and the bottoms of the capsules. The vacuum pump is started to vacuumize the interior of the capsules. The pressure indicating meter is used for detecting pressure values in the capsules, so airtightness of the capsules with sealed bottoms is detected.
