The method is characterized in that two electrodes are placed in a neutral electrolyte water solution, and a carbon nano solution is adopted in the neutral electrolyte water solution; the conductivity of the neutral electrolyte water solution is adjusted to range from 1,800 mSv to 2,000 mSv, a conductive material is arranged between the two electrodes, and the conductive carbon material between the two electrodes is particle or powder conductive biochar, and the specific surface area of the conductive carbon material is larger than 100 m /g; the conductive carbon material is placed in a porous insulation container; the distance between the two electrodes is 1-80 cm, the voltage is smaller than or equal to 110 V, and the direct current pulse voltage of 1-400Hz is adopted; and the effective current density ranges from 35 A/m to 48 A , and the electrolysis time is 4-24 h.
