Zusammenfassung:An AC component delta I addition unit (510) of a diagnostic device (5) superimposes an alternating current on an output current of a fuel cell (10). A Zn calculation unit (520) calculates a cell impedance with respect to the alternating current with regard to any of a plurality of cells (10a). A diagnosis unit (530) diagnoses that any cell (10a) is subjected to hydrogen deficiency when an absolute value of the cell impedance exceeds (absolute value of a reference impedance + a predetermined value beta).
