The water-based adhesive for the paper packaging is prepared from the following components in parts by weight: 9-18 parts of polyvinyl acetate, 20-26 parts of butyl acrylate, 3.0-5.5 parts of octadecyl methacrylate, 1-3 parts of ammonium persulfate, 3-6 parts of soya fatty acid, 0.8-1.5 parts of sodium dihydrogen phosphate, 1.5-3.0 parts of dicumyl peroxide, 1.5-1.8 parts of polyamide, 3-5 parts of carboxymethylcellulose, 0.2-0.5 part of a silicon ether defoamer and the balance of water, wherein the sum of parts by weight of all the components is 100 parts. The water-based adhesive for the paper packaging has the advantages of being excellent in performance in the aspect of bonding of carton boxes and similar products, low in cost, non-combustible, water-based, environmentally-friendly, and the like, and
