A material refiner before regenerating tobacco pulp by a papermaking method comprises a material storage box. The material storage box is a rectangular parallelepiped structure, the top is provided with an operable lid, the lower part is provided with a bracket support, and the topside is provided with a square funnel-shaped feed inlet, and the bottom side is provided with a discharge outlet. A material distribution roll is arranged right below the feed inlet inside the material storage box, and driven down by a material distribution roll motor at low speed, and transmitted by a chain. A dispersion screw is arranged at the bottom of the material storage box. The dispersion screw is of double-helix structure, a double helix is arranged at the bottom of the material storage box, one end of the dispersion screw is provided with a gear, and is connected with a dispersion screw motor through a chain and driven by the same at reduction speed, and the other end is connected with the discharge outlet. The material re
