The method comprises the specific steps of 1, obtaining fatigue test data of a material under the condition that a horizontal stress is Sm; 2, calculating first four moments of the data, wherein the first four moments are a mean value, a standard deviation, skewness and kurtosis respectively; 3, writing an expression of maximum entropy distribution in combination with a Lagrange method of multipliers; 4, solving parameters of the maximum entropy distribution by utilizing an unconstrained minimization method; 5, obtaining given fatigue life N with the reliability p and the stress level Sm; 6, obtaining fatigue test data of the material under different stress levels Sm, repeating the abovementioned five steps, and obtaining a plurality of fatigue lives with the reliability p and different stress levels; and 7, fitting a P-S-N curve by a three-parameter power function, simplifying a load spectrum of the material in actu
