The invention discloses a visible light communication system, and a base station, a terminal, an optical sending device and an optical receiving device thereof, wherein the optical sending device comprises a communication light source and a light scattering component; the communication light source is used for transmitting visible light signals; the light scattering component is arranged on a visible light signal propagation path; the light scattering component is used for scattering the visible light signals, so that the irradiation angles and the coverage ranges of the visible light signals are enlarged; the optical receiving device comprises two or more optical receivers and an installation base; the two or more optical receivers are sequentially arranged on the installation base according to pre-set angles and intervals, so that an array structure is formed; and the optical receivers are respectively used for receiving the visible light signals in different angles, so that the optical receiving device is
