The invention provides a via-hole-loaded substrate integrated waveguide phase shifter. The phase shifter adopts a two-sided printed circuit board structure, wherein the phase shifter comprises a dielectric substrate, a substrate integrated waveguide, a left side feed structure and a right side feed structure; the left side and right side feed structures and the substrate integrated waveguide structure are metal layers; the metal regions on the two sides of the substrate are the same in outline; the printed circuit board substrate is 1.6mm in thickness, and the relative dielectric constant is 4.4; the left side feed structure consists of rectangular and trapezoidal gradually-changed balance microstrip lines; the right side feed structure is the same as the left side feed structure; and an upper row and a lower row of metalized via hole arrays and four pairs of phase-shifting holes are formed in a substrate integrated waveguide band.
