The vertical well-horizontal well pattern comprises steam injection vertical wells which are disposed between the adjacent oil exploitation horizontal wells, wherein each steam injection vertical well comprises a steam injection perforation well section disposed in the oil layer; a steam injection perforated hole is formed in the steam injection perforation well section; and the lower surface of the steam injection perforation well section is higher than the top of the horizontal section.
