The device comprises a steering wheel, an axle of the steering wheel, a subordinate clamping synchronous pulley, a synchronous belt, a main clamping synchronous pulley and a stepping motor, wherein the stepping motor drives the main clamping synchronous pulley, the subordinate clamping synchronous pulley is arranged on the axle of the steering wheel, an upper end of the axle of the steering wheel is provided with the steering wheel, and the synchronous belt is arranged on both the main clamping synchronous pulley and the subordinate clamping synchronous pulley.
