The invention discloses a system and method for reinforcing a soft soil foundation by combining vacuum pre-pressing with electro-osmosis. The system is characterized by comprising conductive water draining plates, horizontal water draining pipes, a direct current power supply, a vacuum pump, conductive plastic pipes and horizontal grouting pipes, wherein the conductive water draining plates are inserted into a soil body of a region to be reinforced according to a distance of 1.0m to 1.5m in a square arrangement manner; the horizontal water draining pipes are arranged on the ground surface; exposed ends, which are exposed out of the ground surface, of the conductive water draining plates are connected with the horizontal water draining pipes and then are connected with the vacuum pump; conductive metal wires in all the conductive water draining plates are connected together through lead wires and then are connected with conductive wires in the horizontal water draining pipes to be used as a cathode for connect
