The method comprises the following steps: dividing terminals into high-power terminals and low-power terminals according to a target parameter threshold value and target parameter values of the determined terminals, and determining the high-power terminals as non-DTX terminals; and dividing the determined low-power terminals into DTX terminals and non-DTX terminals according to target parameter values of the low-power terminals and a first decision threshold value. In the method, the terminals are divided into the high-power terminals and the low-power terminals firstly, and the high-power terminals are directly determined as the non-DTX terminals while the low-power terminals are decided according to the target parameter values of the low-power terminals and the first decision threshold value, so that the problem that the DTX terminals are wrongly decided as the non-D
