The method comprises the following steps: uniformly mixing lignocellulose material with an urea phosphate activating agent, thereby acquiring a uniformly mixed sample; carbonizing and activating the uniformly mixed sample, thereby acquiring the high nitrogen functional group content micro-pore activated carbon. According to the invention, the high nitrogen functional group content micro-pore activated carbon is prepared through the urea phosphate activation method; the preparation technique is simple; the activated carbon yield is high; the holes are large in quantity; the nitrogen content of the prepared activated carbon surface is 12-25%; the adsorptive property is strong; the heavy metal ion absorption is benefited.
