The light steering membrane comprises a first transparent conductive layer and a prism layer arranged on the first transparent conductive layer. A prism structure is arranged on the surface of the side, far away from the first transparent conductive layer, of the prism layer. The prism structure is provided with a concave part. The light steering membrane also comprises a polymer dispersed liquid crystal layer and a second transparent conductive layer, the polymer dispersed liquid crystal layer is arranged on the surface of the side, far away from the first transparent conductive layer, of the prism layer, and the second transparent conductive layer is disposed on the surface, far away from the prism layer, of the polymer dispersed liquid crystal layer.
