The device comprises a fixing frame, a driving rotating shaft support, a driving rotating shaft, a driven rotating shaft support, a driven rotating shaft and an anti-rotation self-locking device. The driving rotating shaft support and the driven rotating shaft support are located on the left, right, front and back sides of a fixing frame. The driving rotating shaft and the driven rotating shaft are installed on the driving rotating shaft support and the driven rotating shaft support respectively. The anti-rotation self-locking device is installed on the driving rotating shaft support. The driving rotating shaft and the driven rotating shaft are connected with the fixing frame through a flange disc.
